ASSISTANT GENERAL COUNSEL - REGULATORY AFFAIRS (HQ - Westminster, CO)

Responsible for providing assistance to the Senior Vice President/General Counsel and Executive Management with respect to regulatory matters. Includes monitoring, analyzing and interpreting governmental regulations, other utility and industry regulatory or judicial pronouncements and actions, and legislative initiatives affecting Tri-State's business and operations and developing and making appropriate recommendations, as required.

  • Juris Doctorate Degree.

  • Twelve (12) years or more of related progressive experience involving advising management on regulatory compliance program requirements, preferably with electric utility and/or Rural Utilities Service (RUS) experience.

  • Experience assisting with federal, state and local electric utility regulatory compliance program development and implementation.

  • Must be admitted to practice law in Colorado within one year from date of employment.

  • Ability to analyze and interpret regulatory and legislative initiatives objectively and make recommendations to Executive Management on matters that may have corporate wide impact including understanding of power transactions and how the regulatory framework affects such transactions.

BUSINESS SYSTEM ANALYST OR SENIOR BUSINESS SYSTEM ANALYST (HQ - Westminster, CO)

The Business Analyst position is based at our headquarters in Westminster, and is responsible for the leadership to provide functional support and maintenance of business system applications which automate general ledger, payroll, budgeting, human resources and project accounting functions. In this role, the analyst brings strong business expertise and project management skills to provide support for key operations to user groups for Oracle GL, AP, AR, Fixed Assets, Oracle Projects in an eBusiness Suite environment, as well as Hyperion applications. This will require the ability to gather and document requirements, create the specifications, and, depending on the depth and complexity of the project, be able to hand off to technical resources, or complete the development tasks, as appropriate. This individual must have strong technical and business analysis skills, and be able to collaborate with IT professionals and business teams, as well as work independently .

The following requirements are for a Senior Business Analyst. The Business Analyst requirements are similar, but less in overall scope and responsibility.

Requirements:

  • Bachelor's degree in Computer Science, Information Systems or related area, or equivalent combination of education and/or experience.

  • Eight (8) years of progressive related experience with business applications and software tools including general ledger, payroll, human resources and project accounting functions. Experience with Oracle Financials modules and Hyperion strongly preferred, but not required.

COMBUSTION TURBINE TECHNICIAN (IV - Journey Level) (Generation East - Limon, CO)

The Combustion Turbine Technician is responsible for the safe and efficient operation and maintenance of plant activities at our Limon, Colorado peaking plant with two GE simple cycle duel fuel combustion turbine Frame-7001 EA with DLN. The job duties for this position include performing multi-unit operations and completion of the preventive, predictive and corrective maintenances, conducting inspections of major equipment (including combustion turbine equipment); and ensuring maintenance records and logs of plant activities are accurate and complete. The CT Technician will evaluate and troubleshoot site and combustion turbine equipment to determine any corrective repairs or modification, and follow through with repairs and maintenance as necessary, with supervision as appropriate. The CT Technician ensures the safe start-up, operation and shut down of the combustion turbine units, as well as coordinates (through the use of dispatch operating procedures) the site megawatt loads, units online or offline times, and unit unscheduled outages.

The following requirements are for a Journey Level (JL) Combustion Turbine Technician. Requirements for the Combustion Turbine Tech IV are similar but less in overall scope, responsibility and accountability. Tri-State will hire at the appropriate job level based on the background of the selected candidate and business need at the time of hire.

  • Six (6) years of Gas Turbine power plant experience (this may consist of an equivalent combination of related education and/or power plant experience).

  • Must have strong mechanical and electrical troubleshooting, repair and rebuild skills of MCC, contactors, generator breakers, motors, coupling, pumps, control valves, predictive switches and transmitters.

  • Must be willing to work within high voltages, obtain switching certification, and perform high voltage switching.

  • Must be willing to work extra or irregular hours, shift work, weekends, holidays, call out and overnight travel. Will be required to work at our other power plants for outages or other special needs (estimated travel is 20%), and will have responsibility on a rotational basis to be on call 24 hours per day, 7 days per week as required.

  • Must comply with all training and safety requirements, including the ability to perform first aid, and CPR and maintain a valid CPR certification, fulfill spill/waste handling training requirements and apply the training, complete respirator training and testing and obtain opacity certification twice per year, as well as other safety orientation and training as required.

  • Must have strong verbal and written communication skills and the ability to function as part of a team.

  • Must possess and maintain a valid driver's license and reside within 20 miles of the base location.

Responsible for the administration and negotiations of contracts in support of the Generation, Transmission, and other administrative areas for the acquisition of routine and non-routine services, including the administration of the contract bidding process through final contract completion and document closeout.

CREDIT RISK ADMINISTRATOR (HQ - Westminster, CO)

Responsible for developing, recommending and administration of a credit risk program including evaluating, approving, setting, monitoring, negotiating and increasing company credit exposure limits as required meeting company financial objectives, and developing and implementing related credit risk metrics in support of credit risk responsibilities.

  • Bachelor's degree in accounting, finance, or other related field or; an equivalent combination of education and experience.

CRITICAL INFRASTRUCTURE PROTECTION COMPLIANCE ANALYST (Westminster, CO)

As a member of the Compliance Program Group, responsible for monitoring Tri-State's compliance with North American Reliability Council (NERC) Critical Infrastructure Protection (CIP) Standards, reviewing evidence attesting to compliance with said standards and providing guidance to subject matter experts and member cooperatives in all aspects of reliability compliance. Assists with the design and implementation of compliance policies and computer based tracking databases or systems. Researches and summarizes information from the NERC, Western Electricity Coordinating Council, (WECC), and Midwest Reliability Organization (MRO) for distribution to employees and members on a regular basis

  • Bachelor's degree in Computer Science, Information Science, Electrical Engineering, or equivalent experience. Advanced degree in relevant field desirable.

  • Minimum of eight (8) years experience in Information Technology (IT) security and management with emphasis on technical and security domains.

  • Experience in the life-cycle of cyber security and computer network security technical and programmatic operations. This includes experience in:

- Penetration testing and other cyber security automated testing and monitoring tools.

- Virus/malicious software identification and management.

- Computer network monitoring.

- Security tool development.

  • Knowledge of risk assessments techniques, change management, incident reporting and response planning.

ENGINEER II - SENIOR (Environmental Services) (Low Side Transition Team) (HQ - Westminster, CO)

GENERAL DESCRIPTION OF TRANSITION TEAM PURPOSE

The Board of Directors has approved sweeping changes to how Tri-State will do business and interact with our Members on delivery point facility ownership, operation and maintenance. These changes are included in Policy No. 109/110, as adopted by the Board, which requires Tri-State to acquire a significant amount of existing Member owned equipment and increases Tri-State's responsibilities at new delivery points. In addition, the facilities associated with a number of delivery points that are under construction must be quickly transitioned under the new policy to prevent additional acquisition related work. The Board set a goal of four years to acquire the qualifying Member owned equipment as a part of the policy change.

TRANSITION TEAM POSITION DURATION AND RE-ASSIGNMENT

The transition team will be active for two to four years. When the transition is completed, the team members will be transitioned into existing functional areas as the nature of the work shifts from transition related activities to long-term workload.

POSITION RESPONSIBLITY

Responsible for assisting the transition team to coordinate with the Members to identify equipment and facilities to be transferred to Tri-State and initiate the internal programs and process changes required for an effective transition.

JOB REQUIREMENTS

  • Bachelor's Degree in Environmental Engineering or related engineering discipline.

  • Two and one half to (2 ½) to Eight (8) years experience with environmental compliance, preferably in electric utility operations.

  • Extensive experience and applied knowledge of applicable environmental laws and implementing regulations including strong working knowledge of permitting, monitoring and calculations, recordkeeping and reporting and compliance auditing.

  • Professional Engineer (P.E.) license, preferred.

  • Working knowledge of government environmental laws and regulations including NRC, SARA, CAA, CWA, RCRA, TSCA, and DOT, and knowledge of industry codes applicable to power production, i.e., EPA, ASME, ANSI, REA and OSHA.

  • Extensive knowledge of environmental engineering practices and principles relating to power transmission facilities.

  • Knowledge and/or experience in power transmission construction, operation, and maintenance.

  • Working knowledge of safety policies and procedures.

  • Ability to plan and direct the work of others.

  • Ability to communicate effectively, both orally and in writing.

  • Ability to maintain effective working relationships and meet deadlines.

  • Willingness to travel up to 50% of the time on an annual basis. (Possession of valid Colorado driver's license or ability to obtain.)

FARM PROPERTY LEASE/RENT COORDINATOR (HQ - Westminster, CO)

Tri-State is a Denver based progressive and rapidly growing non-profit consumer owned wholesale supplier of electric power to forty-four distribution cooperatives in Colorado, Wyoming, Nebraska and

New Mexico
. With over 1100 employees, Tri-State operates and maintains fossil fuel power plants with owned coal-fired capacity of 1826 megawatts, gas turbines with 526 megawatts of capacity, and over 5000 miles of high voltage transmission lines.

Responsible for monitoring and coordinating Tri-State's agricultural property lease/rent operations located within a six state region, with heavy emphasis on the company's agricultural lease/rent operations in southeast Colorado and southwest Kansas including considerable inter-action and inspection at multiple farming operations.

  • Bachelor of Science degree in agriculture business or related field, or equivalent combination of education and/or experience in farm management.

  • Ten (10) years of progressive, directly related experience in agricultural business operations. Hands-on farming operations experience highly desirable.

Pay Range: $36.76/hr.

MINIMUM QUALIFICATIONS

1. Must have a satisfactory work record.

2. Must have successfully passed or be able to successfully pass the following tests prior to

accepting the award:

(a) TABE Reading

(b) TABE Math/Basic Math

(c) Mechanical Concepts Test

3. Must successfully pass a Background Check.

4. Must have and maintain or be able to obtain within 180 days a valid Colorado Class 'A' Commercial Driver's License with no air brake restrictions.

OR

(e) Ten (10) years experience in the industrial field as a journey level I&C Technician

7. Must successfully meet all of the requirements of the training article in the Labor Agreement.

8. Must have sufficient knowledge of and skill in, the safe use of instrumentation tools and test equipment.

9. Must be able to demonstrate the capability of performing all of the essential functions of the position as defined in the Job Description and Job Analysis forms.

d) must successfully complete the "Technical Pre-qualification" test with a 75% or better.

5. Must have and maintain or be able to obtain within 180 days a valid Colorado Class 'A' Commercial Driver's License, with tanker and hazardous material endorsements and no air brake restrictions.

6. Must be capable of obtaining and maintaining First Aid and CPR card within 6 months of hire and have the ability to perform First Aid and CPR.

7. Must have sufficient knowledge and skill in the safe use of electrical and electronic tools.

8 Must be willing to accept overnight travel up to 75% of working time.

TRANSITION TEAM POSITION DURATION AND RE-ASSIGNMENT

The transition team will be active for two to four years. When the transition is completed, the team members will be transitioned into existing functional areas as the nature of the work shifts from transition related activities to long-term workload.

POSITION RESPONSIBLITY

Responsible for assisting the transition team to coordinate with the Members to identify equipment and facilities to be transferred to Tri-State and initiate the internal programs and process changes required for an effective transition.

PLANT OPERATOR 1 - 11 (Generation South - Escalante Station, Prewitt, NM)

Responsibility may vary depending on level of position. Must be able to hear alarms and timers and differentiate between the different normal and abnormal noises, sounds and alarms found in the operation of a power plant. Vision requirements include the ability to differentiate between colors, see instrument read-outs, charts, gauges, and alarm windows. Frequent exposure to outdoor conditions, high heat, high voltage, dusts, chemicals, loud noises, rotating machinery and other conditions found in a coal fired power plant.

  • Bachelor's degree in economics, public policy, physical or biological sciences, engineering, or related area, or equivalent combination of education and/or experience.

  • Ten (10) years of progressive related experience with, five (5) years of relevant experience related to qualitative and quantitative analysis of environmental policy, energy policy and/or other environmental issues desired. Experience with climate change policy is also desirable.

SUBSTATION TECHNICAL SUPPORT SPECIALIST (HQ - Westminster, CO or any staffed Transmission O & M Field Office)

(Replaces the previously posted JOURNEY LEVEL SUBSTATION TECHNICIAN posting for the Low Side Transition Team.)

GENERAL DESCRIPTION OF TRANSITION TEAM PURPOSE

The Board of Directors has approved sweeping changes to how Tri-State will do business and interact with our Members on delivery point facility ownership, operation and maintenance. These changes are included in Policy No. 109/110, as adopted by the Board, which requires Tri-State to acquire a significant amount of existing Member owned equipment and increases Tri-State's responsibilities at new delivery points. In addition, the facilities associated with a number of delivery points that are under construction must be quickly transitioned under the new policy to prevent additional acquisition related work. The Board set a goal of four years to acquire the qualifying Member owned equipment as a part of the policy change.

TRANSITION TEAM POSITION DURATION AND RE-ASSIGNMENT

The transition team will be active for two to four years. When the transition is completed, the team members will be transitioned into existing functional areas as the nature of the work shifts from transition related activities to long-term workload.

POSITION RESPONSIBLITY

Responsible for assisting the transition team to coordinate with the Members to identify equipment and facilities to be transferred to Tri-State and initiate the internal programs and process changes required for an effective transition.

JOB REQUIREMENTS

  • Six (6) years of combined education and experience in the electrical and electronic field. This would consist of:

o The equivalent of technical training received in an Associate Degree Program in Electronics Engineering Technology with advanced studies in industrial electrical and Electro-mechanical controls and digital systems control logic;

AND

o Four (4) years of practical experience and/or be able to demonstrate knowledge in maintenance of industrial electrical- electromechanical -electronic control equipment which must include:

  • One (1) years and/or the equivalent knowledge of electric power substation apparatus maintenance experience involving testing of power transformers, testing and repairing of power circuit breakers and electrical insulation system testing and repair.

  • Three (3) years and/or the equivalent knowledge of practical experience in testing, calibrating and repairing protective relay devices and revenue meters;

AND

o Must be capable of satisfactorily interpreting electrical schematic diagrams, wiring diagrams and control logic.

  • Possess a considerable degree of skill, experience and knowledge to make decisions regarding the application of industry standards and methods of procedure.

  • Possess a considerable amount of experience and knowledge to make assessments and recommendations regarding the identification of equipment and facilities to be transferred from Members to Tri-State and to make recommendations and participate in the development and implementation of internal programs and processes needed for an effective transition.

  • Ability to exercise judgment in making decisions and directing the work of others assisting the Transition Team.

  • Working knowledge of the practices used in the electric power industry particularly as they apply to the operations and maintenance of electric power substation facilities and equipment.

  • Willingness and ability to work extra and irregular hours as the utility needs may require.

  • Overnight travel may be required.

SUBSTATION TECHNICIAN I - JL (Cheyenne, WYO) (Transmission East - Cheyenne, WY)

Responsible for the safe and efficient maintenance and operation of substations. Accountable to a senior or foreman level technician for all substation maintenance, training and operation functions.

(Requirements listed below are for the Substation Technician Journey Level position. Requirements for the Substation Technician I - IV are similar but less in overall experience.)

TRANSMISSION SYSTEM OPERATOR OR SYSTEM OPERATOR (HQ - Westminster, CO)

Responsible for coordinating system operations for Reliability and Transmission activities for the Tri-State interconnected system. This position is tasked with the authority and responsibility to operate the Tri-State transmission system in such a manner as to comply with all applicable North American Reliability Council (NERC) and Regional Entity Reliability Standards.

This position is for a new experienced NERC-certified operator or promotional level position for a Transmission Operator.

System Operator job requirements - Completion of Tri-State System Operator Trainee Program and two (2) years experience as a Transmission Operator or an equivalent level of experience on an interconnected electrical system (two (2) years).

  • Transmission System Operator job requirements - Completion of at least one (1) year as a Tri-State System Operator Trainee Program or an equivalent level of experience on an interconnected electrical system.

o Working knowledge of algebra, geometry, and basic principles of physics including electrical and mechanical theory, AC and DC currents, and the fundamentals of power flow.

o Must be NERC-certified (Reliability Coordinator (RC) preferred, Transmission Operator (TO) acceptable) and maintain certification by obtaining required continuing education hours.

o Working knowledge of electrical utility systems, equipment and all phases of operations.

o Working knowledge of corporate security and fire alarm system and related procedures.

o Working knowledge of internal safety rules and equipment.

o Excellent communication skills, both oral and written.

o Ability to direct the work of other Operators and assist in the training of new employees and/or trainees.

o Ability to distinguish colors.

o Ability to maintain good working relationships with both internal and external contacts.

o Ability to exercise good judgment and discretion in routine and emergency situations.

o Willingness to work rotating shifts with extra and/or irregular hours including holidays.

o Willingness to travel as required. (Must possess a current, valid driver's license.)

o Must be able to demonstrate ability to perform all of the essential functions of the position.
